Alcohol-Based Sanitizer Delayed in First Nation Reserves

tl;dr: The government isn't giving First Nation reserves which have been hit hard by the swine flu because they fear the people will abuse the substance. In my opinion, that is f**king horrible. The virus is hitting these reserves hard because of over population and lack of clean water, and thousands are going to keep on getting infected because the government isn't giving the reserves sanitizer. |

Why are these reserves over populated and lacked of clean water in the first place? |
